Edenhope-Apsley was one such club that fell within the bubble and due to uncertainty surrounding the issue had to forfeit their reserves football game against Kalkee at the weekend.
"(We had) Issues with people being uncertain, we had about 11 senior players out so ressies suffered," Edenhope-Apsley president Carolyn Middleton said.
"Hopefully this weekend might be a little bit better and people might have a little bit more confidence, but who knows."

The Cougars had several players unavailable because of border concerns as well as some Melbourne-based players who were unable to play in round nine.
Another problem Gordon found was the lack of clarity surrounding the restrictions.
"That's the frustrating thing you've got no hard and fast rules," he said.
"I feel really sorry for AFL Victoria and Wimmera-Mallee. Jason Muldoon and Jennie French have done an absolutely magnificent job."
