The funding is part of the Natimuk Special Grants Round and comes from the sale of the old Natimuk Tennis Courts.
Applications opened on July 19 and will close on August 16, with recipients to be announced before the end of September 2021.
Horsham Rural City Council are looking for a wide range of applications, according to mayor Robyn Gulline.
"Council will consider all projects that have a clear benefit to the community," she said.
With $21,500 in funds available, the maximum allocation per group or organisation is $10,000.
Projects with an existing monetary base are prioritised, as Council "may only allocate part funding for the project".
"Projects which have a cash and/or in-kind contribution by the applicant organisation are encouraged," Cr Gulline said.
"The funding priorities of the Natimuk Special Grants Round are linked to the outcomes and priorities of key Council strategies."
As part of the application process, applicants must present their plan for how the money would be used and financial statements.
