The council was unable to find suitable contractors for the first round of the projects tender, which closed for assessment on June 11.
A Hindmarsh Shire Council spokesperson said a second round of tenders would begin, ending in late July.
"We've expanded the scope of the tender from what was initially advertised. With the construction industry currently experiencing boom conditions and at the same time the supply of building materials becoming more limited, it has been difficult for Council to attract interest for the delivery of this project," the spokesperson said.
"The second round of tender closes at the end of July and we are hopeful that we will receive submissions from suitably qualified contractors that are within the Budget available for the project."

The project began after the club's previous clubrooms fell victim to destructive winds in 2019, tearing a section of the roof off.
The old club room was demolished to make way for a new facility at the club's tennis courts on Whitehead Avenue.
Construction of the new tennis clubrooms was funded through the federal government's Local Roads and Community Infrastructure fund, and was estimated to cost $250,000.
The new building will contain an open plan space, all-abilities amenities and storage, and a verandah out the front for viewing tennis games.
