With the closure of the terminal's office and waiting room, commuters are left exposed to the elements and congesting a busy street.
Pedestrians weave between smokers, people from the court out on recess and travellers lugging heavy suitcases across the footpath.
Catherine Selwood regularly visits Horsham from her home in Miram, taking a bus from Kaniva on a Wednesday morning, before returning to the terminal to catch a bus home at around one o'clock, the same time that the court has a recess. So often the street is bristling with people.
But it's not just the congestion that's an issue; exposure to the elements can make for an uncomfortable time.

"When we first got to the bus stop to wait for the bus it was raining, it was cold and it was windy," she said.
"It tends to put your dander up a little bit when these conditions have existed for years.
"There's a waiting room there already, but because the office is closed you can't access that.
Without a waiting room, travellers are forced to wait out in the elements, something that can be horrendous on a wet and windy day, and just as bad in the middle of summer.
There's still demand for facilities for travellers, Ms Selwood said.
"You could be sitting there waiting for the bus and you could see anything up to two and three people turn the corner, walk up the steps and look at the sign that says the office is shut," she said.
The ongoing COVID-19 pandemic has only exacerbated the lack of a ticketing office in Horsham, Ms Selwood said.

"The bus drivers' won't handle money," she said.
"All that money could have gone towards getting the office open."
A V/Line spokesperson said that discussion were underway with local businesses and key stakeholders to secure a new ticket sales agent in Horsham.
"Discussions with key stakeholders to coordinate a new ticket agent in Horsham are ongoing," the spokesperson said.
"We apologise to passengers in the area for the inconvenience while this process takes place."
"Those travelling with V/Line in the interim are encouraged to buy tickets over the phone or online in advance, or wait until they get to a staffed station to purchase their ticket."
Currently the closest V/Line ticketing agent to Horsham is in Dimboola.

Any local Horsham businesses interested in becoming a ticket agent are encouraged to contact V/LIne to express their interest.
However, it is not a recent issue.
Ms Selwood wrote to V/Line about the issue in 2017, and again this year; she's also written to the council and this publication.
However, the problem doesn't seem to be any closer to a solution and Ms Selwood said she was tired of inaction around the issue.
"I can't keep writing letters... I just want to be able to get on the bus," she said, adding that she has suggested sites that may be more suitable for a bus terminal.
"There must be somewhere in Horsham that fits the bill, but really it's not my problem to find it.
"They don't have to let Horsham die, they just need to get onto it."
Ms Selwood said having a designated waiting area would also bring a flow on effect to the local economy.
"People congregate and that would bring money to a coffee shop, that sort of thing."
Concerns over the bus terminal come as public transport in the Wimmera is in the news, with calls for the return of passenger rail services to the Wimmera picking up steam.
In August, Horsham Rural City Council Mayor Robyn Gulline said the council would advocate for the return of passenger trains to the region.
