Pennant competitions are slated to begin in late September, however, organisers are in the dark as to whether restrictions will be eased in time.
Horsham City Bowling Club president Graham McDonald described the current environment for the club as "very, very difficult times".
"We're doing our best to keep our club functioning," McDonald said.

"Our position is no different to every sporting organisation in country Victoria.
"The pennant season has been organised by a very active and dedicated match committee, for our playing group. However, they are sitting back and waiting for government direction to find out whether it's ever going to start."
McDonald said he had found it difficult to explain to his members that they could not use the bowling greens, particularly when they had been able to do so in other periods of restrictions.
"For me to have to say to our members that they cannot use the bowling green because of a government direction, I find extremely difficult to do," he said.
"People need outlets. The mental stress of our population is at its limits.
"A large number of our members and a large number of other bowling club members, rely on the bowls club for their outlet."
The club has been forced to put a number of projects on hold including new shades and a new fence because it is not considered essential work.
Without tournaments and events, the club will also miss out on crucial financial benefits.
"As far as our club's concerned we just have to try and continue on. We have to try and get back to organising our tournaments again to try and create income for the club," McDonald said.
"We are doing our best to keep our club going. and we are doing our best to try and get back to normality, but we spend hours organising something and we really don't know f it's ever going to come to fruition."
