Samuel Elsom, 30, appeared at Horsham Magistrates' Court on Tuesday and pleaded guilty to charges of driving on a disqualified licence and producing a positive oral fluid test.
At around 4.20pm on Friday, November 6, 2020, Elsom travelled along Urquhart Street when police intercepted him.
The VicRoads database revealed Elsom was disqualified from driving, after failing to complete a drink and drug driving course for earlier offending.
He stated he was unaware of the disqualification.

During the stop, Elsom undertook an oral fluid test, which tested positive for an illicit substance.
Analysis of his second test detected traces of methamphetamine.
At around 5.44pm on Friday, June 25, 2021, police intercepted Elsom driving in Horsham after observing his rear passenger-side light was not operational.
It was again revealed he was driving with a disqualified licence.
Magistrate Tim Walsh reprimanded Elsom for his pattern of offending.
"Mr Elsom, looking at your history of drug driving, you are very fortunate a sentence of imprisonment is not open to me," Mr Walsh said.
"If it was, I would impose it. It has been consistent, persistent, and you don't seem to be getting the message.
"You just don't seem to be learning."
Mr Walsh cancelled Elsom's licence, disqualified him from driving for 18 months, and fined him $1000.
