THE HORSHAM Rural City council received an overwhelming community response to a recent review of local laws.

During its September meeting on Monday, September 27, the council received the 79 community submissions over the updated community local laws.
Community local laws regulate activities on roads and land under the control or managed by council; the keeping and control of animals; building site management; overgrown and unsightly premises; and nuisances such as noise and smoke not covered by other legislation.
Out of the 79 submissions, there were several about animal management, community members found the limits too strict and the language in the local law too vague.
There were also submissions regarding noise and nuisance such as motorbikes and fireworks and enforcing such laws.

Community local laws are under review to be adopted by the council by December 20, 2021, as local laws are reviewed every 10 years.
Councillor Les Power thanked people for their submissions.
"These laws are difficult to make sense of at times," he said.
"Thank you to everybody that has made a submission.
"Let's hope we can make local laws that suit everybody."
Councillor Di Bell said she received several calls from people concerned about the local laws.
"I need to point out to the community that this motion tonight isn't about adopting," she said.
"This is just acknowledging the submissions.
"The final local laws will be voted on at a later date."
Councillor Claudia Haenel flagged the importance of listening to community members regarding animal policy, given how important pets have become in a pandemic.
"Pets have been a source of comfort and companionship to a lot of people," she said.
"A lot of people are connecting and socialising at the dogs parks when they are able to."
The local laws will be debated and up for adoption at a later date.
