An application to subdivide the seven and a half hectare lot into 83 separate dwellings was been lodged with Northern Grampians Shire Council.
In August, Northern Grampians Shire Council signed a contract with property developer Passive Place to embark upon a staged housing development that will deliver "various types of social housing" and deliver a "net-zero (emissions) community".
The development will take place over the next five years at the Sloane Street development site along Ararat Road in Stawell.

Northern Grampians Shire mayor Cr Murray Emerson said while the region desperately needed houses, it wasn't going to be a quick process.
"It's not a quick process; we're now well underway with our discussions and putting in place the requirements from Passive Place," he said.
"We anticipate that early into the new year it'll be well underway, but housing developments don't go up overnight, unfortunately.
"It will all take a bit of time to work out, but the final product of the Passive Place development is about 120 houses of different designs."
Cr Emerson said the success of this first development will guide the Shire's future plans.
"We do need housing and we need it urgently going forward; this development will gauge what our plans might be after that," he said.
"Of course, there are other opportunities for the Shire at the moment regarding housing development in our region... but part of our housing plan will be gauged by the reaction of that development."

Cr Emerson said the development would have a positive flow-on effect on the local economy.
"Part of the arrangement with Passive Place on this development is that they've got to use a percentage of our local tradespeople," he said.
"There have assured us that they'll be purchasing a lot of the products locally, so we're, very confident that it will be a very large economic boost from that point of view for the Shire.
"Of course, then people will come to live in and buy those houses, which is where the real financial benefit for Northern Grampians Shire will be.
"Having extra people in their community, having people spending money in their community, having the developers, spending money in their community.
"All these things will be among the financial advantages to this particular development."
