"We've just identified a few areas that we're not lacking in, but we just want to get that next generation through and guide those kids," Harrow Balmoral coach Nick Pekin said.
"We've got a few kids that have come back to the fold which is nice."
Hately returns to the Southern Roos after playing in their 2019 Under 17s premiership. He spent this year playing for the Hamilton Kangaroos in the under 18.5s and will "slot straight into the side's midfield lineup", according to Pekin.
Hill hasn't pulled on a Southern Roos guernsey before, but will be a great addition to the side having played Senior football for the Hamilton Kangaroos and spending time in the Greater Western Victoria Rebels programs.
At just eighteen-years old he measures at an impressive 194cm.
"He's very flexible, he played Seniors for the Hamilton Kangaroos in the Hampden League on a wing," Pekin said.
"He's got a big engine.

"He's achieved a bit for a young guy and we're looking forward to watching him grow."
22-year-old Sangster arrives from the Beaufort Crows where he has played in a premiership.
Sangster is another midfielder, but has unfortunately had a recent run of bad luck with injuries.
"He unfortunately did his knee before round one in 2019 or 18 and he's actually had two knee reconstructions on different knees," Pekin said.
"He's really looking forward to pulling on the blue and white for us and his rehab's going really well."
As it's only October the Southern Roos are still in the process of finalising their 2022 list
"We're obviously still talking to a couple more players and our retention is going really well thus far," Pekin said.
"Things are looking good and Michael (Close) has agreed to be my assistant again. We're keeping another assistant position open just for recruitment purposes but if we don't fill it it's neither here nor there.
"We've got a quality group with some great leaders already."
