Cr Gulline was re-elected with a majority of the votes from her fellow councillors, wither eyes now shifting to focus her second 12 months in charge.

She said it had been a hard year given what was on the plate for a brand new council, with six councillors who had never served before.

"We've copped the trifecta," she said.

"We've had new local law act, new councillors, new local laws and COVID-19."

Cr Gulline said the greatest change was her confidence in the role as she has gained more room to work now many statutory and regulatory obligations have been completed.

"I have confidence that I know it now," she said.

"Going forward that's going to be easier for us, now all the things like asset plans are done. We can start being a little bit more creative.

"We've almost ticked everything off.

"Next year I'm hoping we can actually take a breath and think what we actually want to do."

Cr Gulline said the next biggest challenge is delivering on the community vision.

"Our challenge is, through the budget process, to start to deliver on those things," she said.

"I'm a great believer in delivering what I promise."

Some remarks were made about community connection and personal restraint by the other nominees during the HRCC's statutory meeting, but Cr Gulline said she does her best to ensure council works together.

"I made the decision right from the start, the minute we put our nominations, to do my best to build rapport and relationships with the councillors. I didn't know any of them.

"We came here very green. I have extended the hand of friendship to all of them.

"I have done everything I can to build a united team and that will continue."

Cr Gulline said she is working with her fellow councillors with the best of her ability.

"We're all here for the same reason, we're all here for the community," she said.

"We all come with from very different backgrounds, experiences and life skills.

"We don't always agree and that's okay."

Cr Gulline said she will continue to work with her fellow councillors with a big 12 months ahead.

"I am one voice, one vote, so I'm working with the councillors and with the community to deliver on the things that are important to the community," she said.

Cr Gulline said her goals for the next 12 months are to support the community.

"I want to continue to listen to the community and to deliver what they need," she said.

"And advocate where it's not our responsibility to the other tiers of government and present our case to the best of our ability."
