Ms Exell wanted to highlight the market will be classed as an essential retail so the general public can attend, and do not need to be double vaccinated.
"Our volunteers and stall holders need to be double vaccinated but patrons don't have to be," she said.
"It can be confronting to our volunteers when people get cross about showing their vaccination."
Ms Exell said they have taken all the precautions.
"We can't keep people in cotton wool forever but we are mindful," she said.
Ms Exell said people just need to keep their masks on them if they feel they can't social distance.
"If you're feeling unwell, please don't attend," she said.
Haven Twilight Christmas Market is on Saturday December 4, from 4pm to 8pm.
There will be a band, buskers, a jumping castle and even dancing.
Horsham Rotary have volunteered to help with parking at the market.
