VicRoads opened access to the digital licence to fully licenced drivers, motorcyclists and heavy vehicle operators on Monday, May 13.
There is still a wait for learner and probationary licence holders who can expect access to a digital licence in 2025.
The digital licence will update in real-time to reflect personal information changes and if a licence is revoked or suspended.
Drivers still have the option to use their physical licence.
"Victorians have been asking us for a digital driver licence - and now millions of Victorians can access them on their phones," Minister for Government Services Gabrielle Williams said.
The rollout follows an eight month trial in Ballarat and consultation across businesses including bars, restaurants, supermarkets and Australia Post which rely on photo identification.
How to get your digital licence
The digital licence can be accessed by downloading either the VicRoads or Service Victoria apps.
If you have logged in and verified your identity before, you just need to add your licence details and it will automatically connect to app.
If you haven't verified your identity recently, you will need to verify your identity with an extra form of identification such as your passport or Medicare card first.
Victoria follows other states
Victoria is the fourth state to bring in a digital driver licence after trialling the technology in Ballarat from August last year.
South Australia has had digital driver licences since 2017.
NSW followed in 2019, and Queensland in 2020.
In the ACT, pressure to roll out a digital driver's licence has been mounting.
The digital driver licence will be optional and physical driver licences will still be issued to all drivers.
