The statement comes after Prime Minister Scott Morrison announced people under 40 could now receive the AstraZeneca vaccine.
Ms Lilley said the Wimmera Health Care Group would "probably be able to do them fairly soon".
"Adults under 40 can get the AstraZeneca vaccine if they're not in one of the other eligible groups but want to get vaccinated sooner than the rollout might get to them," Ms Lilley said.
"At the moment we're recommending they book in through one of the GP clinics for the AstraZeneca vaccine if they're under 40.

"For now we'll make an announcement when that's ready."
For people feeling confused about the announcement regarding the AstraZeneca vaccine, Ms Lilley pointed to the recent outbreaks all around Australia.
"We're really dealing with a situation at the moment where we've got very limited stocks of Pfizer, we've got a big outbreak that's occurring in Sydney and small outbreaks in other parts of Australia. So it's really important for people to be able to get a vaccine if they need it, or if they want to get vaccinated early," Ms Lilley explained.
"It's up to the individual to have the risk of the vaccine explained to them by their doctor and they can make a decision.
"It still remains a very very rare complication of the vaccine, so for a lot of people in balance it'll be much safer for them to get vaccinated sooner."
For those concerned about side effects regarding both vaccines, Ms Lilley said "they're mostly mild and manageable with some Panadol usually within the first 24 to 48 hours".
"With the AstraZeneca it tends to be a bit worse the first time round," Ms Lilley said.
OTHER NEWS:
"Most people, we've had a lot of people in our community now that've had their second dose. Mostly they will experience absolutely no side effects with the second dose of Astra Zeneca.
"With the Pfizer vaccine we expect that the side effects can be a little worse after your second vaccine-the opposite of the AstraZeneca."
Ms Lilley said having a Pfizer vaccine for your second dose after an Astra Zeneca for your first is not the current recommendation in Australia.
"TGA guidelines is we give the same vaccine for both doses," Ms Lilley said.
Those wanting to get vaccinated against COVID-19 in Horsham can visit the clinic at 20 McLachlan Street.
Every Tuesday the clinic will administer AstraZeneca and Wednesday and Fridays for Pfizer.
The group is also doing outreach to other sites on Thursdays and potentially Mondays as well.
For booking appointments the clinic is using the centralised booking system on the Victorian Government website - which people can find by searching Victorian Government COVID vaccine or Vic Gov Vaccine.
For those choosing not to vaccinate because they feel isolated from the virus in Horsham, Ms Lilley was adamant that we are at risk of exposure here in Horsham and surrounding towns.
"The viruses that are going around now are extremely infectious," Ms Lilley said.
"People are passing through all the time, it's holidays and there are people on the road.
"It could enter our community without us knowing at any minute and we really don't think it's safe to rely on our isolation in the country to protect us from COVID.
"If it gets in it'll spread just like it has everywhere else."
