THE Draft Financial Plan and Draft Asset Plan 2021-2031 are now open for public engagement after Horsham Rural City councillors endorsed them on the Monday, August 23 meeting.

Under the Local Government Act 2020, council must develop a financial plan for at least the next 10 years. and also an asset plan.
The financial plan included an asset plan and capital works and operations.
The asset plan covers assets and asset management and incorporated the Long Term Capital Works Plan.

Councillor Les Power said it was important to hear the communities feedback on the Asset Plan.
"It gives the community a good month to look at the draft plan," he said.
"We need the community to have a say in it and be a part of the situation."
A motion was lost to defer the Draft Asset Plan due to some concerns of the Draft Asset Plan raised by councillors.
Councillor Claudia Haenel spoke against endorsing the Draft Asset Plan out for public engagement, calling it "premature".
The Asset Plan is a part of the Draft Council Plan 2021-2025 which was also endorsed for community feedback during the meeting.
"Because the council plan has not yet been adopted, the asset plan is premature," Cr Haenel said.
"It's not been put together in line with the council plan."

Councillor Ian Ross said it was "putting the horse before the cart".
The Draft Financial Plan 2021-2031 was passed.
Councillor Penny Flynn said this plan was "a must have".
"This a very important planning document and demonstrates the stability of council's finances into the future," she said.
"These plans have been a huge effort.
"It is now time for those who live here to review this document and provide us with feedback."
Community engagement will be open for comment and feedback on the Draft Financial Plan 2021-2031and Draft Asset Plan 2021-2031 until 5pm on Friday, September 24.
