Bureau of Meteorology Senior Meteorologist, Michael Laczko said a low pressure trough will cross Victoria from the west on Thursday morning, passing across the state to the eastern districts by the evening.
"The trough will bring unsettled conditions and warmer weather and fresh, gusty winds across most of the state," Mr Laczko said.
The Bureau said the warm, windy weather would increase fire danger levels to severe across the Mallee and high across the Wimmera..
In response, the Country Fire Authority has declared a total fire ban for Thursday November 18 across the Mallee region.

The CFA advises people living in areas at risk of fire to activate their bush fire plan.
Meanwhile, the southwest of the state may see thunderstorms, although on average not much rain is expected to fall across Victoria.
"We're looking to see 1-5mm broadly across the state, but there could be more in areas due to those thunderstorms," Mr Laczko said.
Combined gusty storms and a high to extreme pollen count increases the risk of thunderstorm asthma.
Residents who might be at risk of suffering from thunderstorm asthma are advised to take precautions.
Mr Laczko urged Wimmera residents to keep an eye on forecasts as the situation could rapidly change.
